If you launch the game before it's finished, then you only get a partial list of workshop in-game because the rest is still downloading. You will see the Networking menu showing download bars that are actually still downloading things. The game seems borked on workshop manipulation and it doesn't show Cities: Skylines as downloading anything but it's actually downloading stuff. Maybe launch the game with Steam by itself, then go to library menu, then downloads and see if it's downloading anything. It takes a long time to subscribe to stuff. I note similar reports are appearing on the paradox support site. If I unsubscribe within the content manager, I stay subscribed in steam. If I subscribe to a new mod in steam, it does not appear in the game (yes, after a full game restart it's still not there).
